Joseph Irwin France (1873-1939) was born in Missouri and raised in Michigan and New York. Graduating from Hamilton College, he obtained a fellowship in anatomy and physiology at Cornell. He attended the University of Leipzig, held the chair in Natural Science at the Jacob Tome Institute and attended the College of Physicians and Surgeons in Baltimore, graduating as an M.D. From 1905-09 France was State Senator from Cecil County.
